On June 3, 2014, Regional Governor Mujiv S Hataman finally approved and signed the Rules Implementing Wage Order No. ARMM – 15 which was much awaited by the private workers and employees in the Region. With the approval and issuance of said Rules, the workers and employees are now guaranteed that they will be receiving a minimum wage rate at Php. 250.00/day effective February 1, 2014. With its publication in a local newspaper, the employers, workers and others concerned are now guided on how to correctly implement and comply with Wage Order No. ARMM – 15 which was approved and issued earlier by the Regional Tripartite Wages and Productivity Board–ARMM chaired by DOLE–ARMM Regional Secretary Muslimin A. Jakilan.
According to Regional Secretary Jakilan, the Rules, after its evaluation by the National Wages and Productivity Commission, have also undergone careful scrutiny and favorably endorsed for promulgation by the Office of the Attorney General-ARMM headed by Atty. Sahara Alia J. Silongan.
“Wage Order No. ARMM-15 issued earlier by the RTWPB-ARMM which prescribed an Php. 18.00/day basic wage increase shall be applied to all minimum wage earners in the Region, thereby pegging the minimum wage at Php. 250.00/day from Php. 232.00/per day to retroact effective February 1, 2014”, Jakilan said.
Other members of the ARMM Wage Board are DTI-ARMM Regional Secretary Sakiran A. Hajan, RPDO-ARMM Executive Director Eng’r. Baintan A. Ampatuan, Management Sector Representatives, Edgar L. Bullecer and Datu Haron U. Bandila, and Workers’ Sector Representatives Ale B. Tuba and Almario U. Lerios. The Board is assisted by a Secretariat headed by Board Secretary VI Lilian Ruth C. Cabanban with a staff complement of 7 employees.
By now, Sec. Jakilan has tasked and authorized the Labor Inspection Team of DOLE-ARMM headed by Abdulrakman S. Nor to conduct inspections of different private companies and establishments throughout the Region as may be necessary to determine whether the workers are paid the prescribed wage rates granted by the new Wage Order.
Finally, Regional Secretary Jakilan also advises establishments who cannot comply with the Wage Order, to file an Application for Exemption before the RTWPB-ARMM within 75 days from publication of the Rules last June 18, 2014.
